A central California Fire Department was seriously challenged with their internal hiring process for supervisors. Their written exam was considered very subjective and did not contain enough objectivity. Consistently, the department was pressured from labor groups and management to create an exam that would reduce candidate dissatisfaction, eliminate lawsuits, and have a review process that was fair and sustainable. Each modification to the existing test created greater challenges as the new exams were challenged repeatedly. Additionally, there was no formal review process in place for candidate complaints which led to larger issues for the department costing them time and money.
Following a detailed analysis of the situation, Ergometrics’ consultants recommended the department use FireTEAM Promote. This video-based testing system focused on employee observation along with a series of written situational and judgment questions that directly measure a candidate’s ability to become an effective supervisor. The FireTEAM Promote exams are nationally validated with dimensional scoring results and include “real life” fire fighting scenarios providing a testing processes that was truly defined, job –related, fair and well received.
Immediately following the implementation of FireTEAM Promote, the department was notified by the labor groups that they had zero candidate challenges with the new testing tool. Also, the department realized cost savings in the tens of thousands of dollars as staff resources could be re-allocated to core responsibilities because of the ease of administration being video-based. A captain commented that “having a validated exam not only allowed us to effectively screen key staff for supervisory roles with no issues, but also helped us develop a comprehensive training plan for each candidate. In the end, we now have a stronger leadership staff with integrity, ability to manage conflict, and necessary people skills to manage the department.”
